AN ACT TO REQUIRE THE STATE DEPARTMENT OF EDUCATION TO ANNUALLY PREPARE A COMPREHENSIVE EVALUATION REPORT ON THE STATE OF PUBLIC EDUCATION IN EACH COUNTY; TO REQUIRE THE DEPARTMENT TO PUBLISH THE REPORT IN CONJUNCTION WITH THE MISSISSIPPI REPORT CARD; AND FOR RELATED PURPOSES.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. Beginning with the 1999-2000 school year and each school year thereafter, the State Department of Education shall prepare a comprehensive evaluation report on the existing state of public education in each county. The comprehensive evaluation report shall be a separate document from the Mississippi Report Card required under Section 37-3-53. In developing the report, the department shall conduct a detailed examination of all aspects of education at the county level, including an evaluation of the existing school buildings and property, local salary supplements for teachers, salaries set by the local school board, and the condition of textbooks utilized in the school district or districts within that county. The comprehensive evaluation report shall be published and made available to the public in conjunction with the Mississippi Report Card.

SECTION 2. This act shall take effect and be in force from and after July 1, 1999.
